  • Participant Demand – Local governments that we serve (including municipalities, counties, K-12 school districts, special districts, colleges and universities) and not-for-profit organizations have repeatedly asked Sourcing Office to help them contain their ever-increasing health insurance costs. We have also received requests to tackle other related budgetary line items, such as payroll services, third-party benefits administration, wellness, and general HR consulting.
  • Financial Stress & Capacity Limitations – Organizations are facing a perfect storm of HR-related challenges: tight budgets, baby boomer retirements and the associated loss of institutional knowledge, national health care reform, and potential staff reductions. Many of our participants do not have the internal resources to manage this environment both strategically and tactically.

What Process did Sourcing Office Follow to Procure the Benefits and Human Resources Program?


  • Conducted Extensive Research – Sourcing Office researched the insurance, payroll, and human resource consulting industries to learn about the various solutions available. Sourcing Office interviewed a broad range of participants, organizations administering group health insurance plans, brokers, carriers, consultants, and other providers to develop a complete picture of the marketplace.
  • Developed the Request for Proposal – Sourcing Office developed an RFP seeking a supplier or suppliers capable of providing benefits consulting, benefits administration, payroll, wellness, and/or HR consulting services and the underlying technology systems to tie all of these program elements together. Additionally, Sourcing Office sought suppliers who had created and successfully deployed group health insurance programs.
  • Conducted Competitive Procurement Process – Sourcing Office published the RFP and conducted a competitive procurement process in accordance with applicable public sector procurement guidelines. Our team met with more than 10 potential suppliers (including national, international, and regional service providers), scored and evaluated each proposal, and selected the winning supplier.
